Summary:
Sometimes ```hasActiveCatalystInstance()``` is used to check if it's safe to access the CatalystInstance, which will still crash in Venice.
Previously we mitigate this by changing ```reactContext.hasActiveCatalystInstance()``` to ```reactContext.hasActiveCatalystInstance() || reactContext.isBridgeless()```.
To solve this for all and good the plan is:
1, Rename ```hasActiveCatalystInstance()``` to ```hasActiveReactInstance()``` so it won't sounds like CatalystInstance-only.
2, Implement hasActiveReactInstance() for Venice. D27343867
3, Remove previous mitigation. D27343952
This diff is the first step, by xbgs there are **58** non-generated callsites of ```hasActiveCatalystInstance()``` in code base which are all renamed in this diff.

Android dialog module has a race condition as a result of which it crashes.

The mIsInForeground flag is set on UI thread but was used from the ReactMethod thread.
Now all public methods of FragmentManagerHelper called from UI thread only.
Asserts are added in appropriate places to prevent future regressions.
Make sure that dialogs work after this change.
It will be nearly impossible to reproduce the issue manually but automatic regression tests should be able to catch this. At least our tests were crashing on some dialog scenarios from time to time.

**Motivation**
In iOS you cannot dismiss alerts by clicking outside of their box, while on Android you can. This can create some inconsistency if you want to have identical behavior on both platforms. This change makes it possible for Android apps to have irremovable/required alert boxes just like in iOS.
This adds an additional parameter to the Alert method. The way to use it is by providing an object with the cancelable property. The cancelable property accepts a boolean value.
This utilizes the Android DialogFragment method [setCancelable](https://developer.android.com/reference/android/app/DialogFragment.html#setCancelable(boolean))
**Usage example**

In short, the crash occurred when a RN app with a Alert dialog shown at front switches back after it is destroyed at background due to lack of phone memory.
My fix is to let those Alert fragment classes accessible from android.support.v4.app.Fragment instantiate() function, so that it won't crash. And since other UI will be reloaded whatever, mListener is set to null to avoid any callback happen.

The `DialogModule` requires `android.support.v4.app.FragmentManager` which means
every app that wants to use Dialogs would need to have its Activity extend the legacy
`android.support.v4.app.FragmentActivity`.
This diff makes the `DialogModule` work with both the Support `FragmentManager`
(for AdsManager & potentially other fb apps) and the `android.app.FragmentManager`
(for new apps with no legacy dependencies).
Also wrap the native module in the same `Alert` API that we have on iOS and provide
a cross-platform example. In my opinion the iOS Alert API is quite nice and easy to use.
We still keep `AlertIOS` around because of its `prompt` function which is iOS-specific
and also for backwards compatibility.
