Summary:
Currently, ScrollViews provide the prop `keyboardDismissMode` which lets you choose `"interactive"`. However when the keyboard is shown, it will be rendered above the ScrollView, potentially blocking content.
With the `automaticallyAdjustKeyboardInsets` prop the ScrollView will automatically adjust it's `contentInset`, `scrollIndicatorInsets` and `contentOffset` (scroll Y) props to push the content up so nothing gets blocked.
* The animation curve and duration of the Keyboard is exactly matched.
* The absolute position of the ScrollView is respected, so if the Keyboard only overlaps 10 pixels of the ScrollView, it will only get inset by 10 pixels.
* By respecting the absolute position on screen, this automatically makes it fully compatible with phones with notches (custom safe areas)
* By using the keyboard frame, this also works for different sized keyboards and even `<InputAccessoryView>`s
* This also supports `maintainVisibleContentPosition` and `autoscrollToTopThreshold`.
* I also fixed an issue with the `maintainVisibleContentPosition` (`autoscrollToTopThreshold`) prop(s), so they behave more reliably when `contentInset`s are applied. (This makes automatically scrolling to new items fully compatible with `automaticallyAdjustKeyboardInsets`)

The current logic using `_isTouching` does not work because `_handleTouchCancel` is always called before scroll events begin. This means `_isTouching` is always false. To fix it I moved the logic to `_handleScrollBeginDrag` which is only called once when scroll drag beings. This accomplishes the expected behavior and is better than keeping it in onScroll where it would be called for each scroll event.

Summary:
iOS 13 added a new property to `UIScrollView`: `automaticallyAdjustsScrollIndicatorInsets`, which is `YES` by default. The property changes the meaning of the `scrollIndicatorInsets` property. When `YES`, any such insets are **in addition to** whatever insets would be applied by the device's safe area. When `NO`, the iOS <13 behavior is restored, which is for such insets to not account for safe area.
In other words, this effects ScrollViews that underlay the device's safe area (i.e. under the notch). When `YES`, the OS "automatically" insets the scroll indicators, when `NO` it does not.
There are two problems with the default `YES` setting:
1. It means applying `scrollIndicatorInsets` to a `ScrollView` has a different effect on iOS 13 versus iOS 12.
2. It limits developers' control over `scrollIndicatorInsets`. Since negative insets are not supported, if the insets the OS chooses are too large for your app, you cannot fix it.

This change sets the default for this property to `NO`, making the behavior consistent across iOS versions, and allowing developers full control.

For React Native classic the behaviour is identical.
# Problem
`ScrollView.scrollResponderScrollNativeHandleToKeyboard` is broken in new React Native renderer. The behaviour depends on race between two events, `measureLayout` and `keyboardWillShow` event. In the new renderer, `measureLayout` always wins because it is a synchronous call, unlike in React Native classic.
To fix this we can just delay execution by wrapping it in `setTimeout`, which puts it on the back of the queue.

This diff added a new variable `_shouldRecreateTranslateY`, which determines whether the `translateY` value should be recreated on render. `_shouldRecreateTranslateY` was not being set to true during `setNextHeaderY`, so the next header's Y value was never accounted for at render.

# Why the bug existed
This code to initialize the animated values used for sticky headers was in `UNSAFE_componentWillMount` prior to D26375818 (https://github.com/facebook/react-native/commit/1641d46529f33a1726b5c4f3429655314386c064). `UNSAFE_componentWillMount` is called before `render`.
In D26375818 (https://github.com/facebook/react-native/commit/1641d46529f33a1726b5c4f3429655314386c064), I moved the code into `componentDidMount`, which is called after `render`.
This caused a problem because code in `render` was relying on these initializations being done already.
# How I resolved the bug
To resolve this, I initialize these values in the constructor.

We recently fixed RTL scrolling in Fabric on iOS: D26608231 (https://github.com/facebook/react-native/commit/e5921f7f384af45df4f355fa3fa1b58a20a269d3)
Turns out, the mechanism for RTL scrolling on Android is completely different. It requires that content be wrapped in a "directional content view", which is `View` in LTR and `AndroidHorizontalScrollContentView` in RTL, backed by `ReactHorizontalScrollContainerView.java`.
iOS doesn't require that and just uses View and some custom logic in ScrollView itself.
In the future it would be great to align the platforms, but for now, for backwards-compat with non-Fabric and so we don't have to tear apart ScrollView.js, we codegen the AndroidHorizontalScrollContentView so it exists in C++, register the component, and stop mapping it to View explicitly in C++.

Why use `componentDidUpdate`? When reading through the [React docs on removing UNSAFE_componentWillReceiveProps](https://reactjs.org/docs/react-component.html#unsafe_componentwillreceiveprops), it says:
> If you need to perform a side effect (for example, data fetching or an animation) in response to a change in props, use componentDidUpdate lifecycle instead.
The original usage of `UNSAFE_componentWillReceiveProps` updates the content inset when `props.contentInset` changes. However, we don't always want it to update if the content inset hasn't changed, as calling `setValue` will reset the animated value unnecessarily, and kill any current animations (which we don't want to do). In Fabric, some uses of the ScrollViewStickyHeader don't work after scrolling because even though the UI correctly reflects the translateY that the StickyHeader should be at, the underlying C++ Fabric ShadowTree doesn't have the updated parameters.
1. We add a mechanism to pass static props through to animated nodes; these get passed to the platform through the normal commit-diff process. This is to allow passing props to the platform that are also controlled by the animation. This mechanism could be reused elsewhere.
2. In ScrollViewStickyHeader, listen to updates for the translateY value and pass them to the platform when it stops changing - for Fabric only. This noops for non-Fabric since it's not necessary.

This diff increases node_modules by 3 MiB, primarily because it causes more duplicates of `source-map` (0.8 MiB for each copy) and packages like `chalk` 3.x (vs 2.x). The base install was 15 MiB bigger and I reduced it to this size by playing around with various manual yarn.lock optimizations. However, D21085929 reduces node_modules by 11 MiB and the Babel upgrade reduced node_modules by 13 MiB. I will subsequently work on reducing the size through other packages as well and I'm working with the Jest folks to get rid of superfluous TypeScript stuff for Jest 26.

* Updated jest-junit (not a Jest package) but blackholed it internally because it is only used for open source CI.
* Updated some API calls we use from Jest to account for breaking changes
* Made two absolutely egrigious changes to existing product code tests to make them still pass as our match of async/await, fake timers and then/promise using `setImmediate` is tripping up `regenerator` with `Generator is already run` errors in Jest 25. These tests should probably be rewritten.
* Locked everything to the same `resolve` version that we were already using, otherwise it was somehow pulling in 1.16 even though nothing internally uses it.

Summary:
Have ScrollView use forwardRef so that the host component methods like `measure` and `measureLayout` are available without having to call `getNativeScrollRef`. Instead, you can use `<ScrollView ref={myRef} />` and directly call all methods of ScrollView and host components on `myRef`.
Previous usage:
```
const myRef = React.createRef<React.ElementRef<typeof ScrollView>>();
<ScrollView ref={myRef} />
const innerViewRef = myRef.current.getNativeScrollRef();
innerViewRef.measure();
```
New usage:
```
const myRef = React.createRef<React.ElementRef<typeof View>>();
<ScrollView ref={myRef} />
// now, myRef.current can be used directly as the ref
myRef.current.measure();
myRef.current.measureLayout();
// Additionally, myRef still has access to ScrollView methods
myRef.current.scrollTo(...);
```
Changes:
* Added deprecation warnings to ScrollView methods `getNativeScrollRef`, `getScrollableNode`, and `getScrollResponder`
* Added the forwardRef call to create `ForwardedScrollView` - this takes in `ref` and passes it into the class ScrollView as `scrollViewRef`.
* Forwarded the ref to the native scroll view using `setAndForwardRef`.
* Added statics onto `ForwardedScrollView` so that `ScrollView.Context` can still be accessed.
* Added type `ScrollViewImperativeMethods`, which lists the public methods of ScrollView.
* Converted all public methods of ScrollView to arrow functions. This is because they need to be bound to the forwarded ref.
* Bound all public methods of ScrollView to the forwarded ref in the `setAndForwardRef` call.
* Flow typed the final output (ForwardedScrollView) as an abstract component that takes in the props of the `ScrollView` class, and has all methods of both the inner host component (`measure`, `measureLayout`, etc) and the public methods (`scrollTo`, etc).
Changes to mockScrollView:
* Changed mockScrollView to be able to mock the function component instead of a class component
* Updated necessary tests
