Summary:
While it would be better to be able to do all of the ownership metadata at the Buck macro level, that proved to be more work than expected.
This diff adds the corresponding pfh label to all targets in `xplat/js/react-native-github` that have a Supermodule label. Once the migration is complete the Supermodules labels will be able to be removed.

Note: I am just searching for toLowerCase() and toUppercase() in my project's dependencies and send the same PR, in order to just be considered. Although I've seen the lack of explicit locale has caused issues for us, I am not sure if react-native is actually affected. I haven't checked for `String.format()` yet.

Summary:
Right now we assume in the Image component that any prop changes requires a redraw of the image, even if the props set are identical.
Noop prop updates can be caused in Fabric by LayoutAnimations. This may go away in the future, but only when we have a new animations system.
I don't think most other components need to be concerned with this, and many other components already guard against unnecessary redraws. Since the image "flashes"
when it is loaded, unlike most other native components, this issue is more noticeable for images.

Found a couple of places where we were copy-pasting the logic `ResourceDrawableIdHelper` had. This class was only available on the image module and it had package visibility. I moved it to its own module so that we can easily use it from others.
This diff is pretty simillar to https://github.com/facebook/react-native/commit/54ed44628dae48c4b2ceee156f2d94a15eb9869f but it fixes a bug due to which we had to revert it.
