Summary:
This is the next step in moving RN towards standard path-based requires. All the requires in `Libraries` have been rewritten to use relative requires with a few exceptions, namely, `vendor` and `Renderer/oss` since those need to be changed upstream. This commit uses relative requires instead of `react-native/...` so that if Facebook were to stop syncing out certain folders and therefore remove code from the react-native package, internal code at Facebook would not need to change.

Summary:
This adds new functionality to the `Image` component by allowing you to retrieve the width and height of an image just like you'd do with [`Image.getSize`](https://facebook.github.io/react-native/docs/image.html#getsize) but _with_ the ability to provide headers to your request.
Why would you need this you ask? Well, imagine that you have an image that you're loading into your `Image` component that is protected and you get access by using a token in a header (or something similar). That would work. However, getting the dimensions isn't possible since you can't provide those same headers.
This is something that is bothering me when using a third-party library (https://github.com/archriss/react-native-image-gallery) and instead of implementing this just for that single library I imagined that it would be useful for anyone else that needs to get the image dimensions before displaying it.

Summary:
The API was available only on Android (with no mention to that effect in the docs, AFAICT).
This commit adds a simple iOS implementation based on NSURLCache. It should be possible to
query the decoded image cache as well to provide higher fidelity (i.e. "disk", "memory",
"decoded") if the caller passes size, scale, etc. in addition to the image URL, but it's
probably not worth the complexity. The assumption is that callers are interested in the
durability rather than performance aspect of the returned information.
Tested with RNTester on iPhone emulator.

Exposing this enum is essentially useless and at worst is a runtime cost that isn't necessary by just using the string.
The value of this enum, as far as I understand it, is to enforce that only valid options are used. We can enforce this at build time with Flow.
I was able to migrate our codebase with a few Find and Replace for things like

Summary:
`<Image resizeMode="center">` already works on iOS (implemented in #8792), but is neither tested nor documented the way the other `resizeMode` values are.
This PR primarily enables the relevant RNTester case on iOS, and secondarily copies over the doc comment from `Image.android.js` to `Image.ios.js`. A PR to `react-native-website` will follow shortly and it is there I will try and revise the wording a bit.

The relevant changes in the PR are to Libraries/StyleSheet/EdgeInsetsPropType.js; the rest are just removals of FlowIgnores.

The long and short of it is that for whatever reason, Flow is unable to realize that `ReactPropsChainableTypeChecker` is a subtype of `ReactPropsCheckType` unless we assert it. Once we explicitly hint this to the typechecker, it realizes that `EdgeInsetsPropType` is indeed a valid React PropType, and stops complaining that it isn't.
