Summary: This PR adds `prefersCrossFadeTransitions()` to AccessibilityInfo in order to add support for "Prefer Cross-Fade Transitions", exposing the iOS settings option as proposed here https://github.com/react-native-community/discussions-and-proposals/issues/452.
