Summary: It's unclear if this was a recent regression or not (too lazy to find out), but instrumentation tests are failing because FrescoModule is never initialized (see task for trace). Based on the initial introduction of this class (D2448321) it appears that FrescoModule was always intended to be initialized on startup. Let's eagerly init Fresco in that case.

A copy of https://github.com/facebook/react-native/pull/7791 because of our very imperfect tools that mirror the changes from pull requests in the fb monorepo. The internal Phabricator revision for #7791 is in an 'abandoned' state (by foghina probably because of changing teams) and Phabricator doesn't allow me to claim that revision and merge it. Therefore I'm creating a new one.
(It's not foghina's fault, no one probably knew about this "abandoned Phabricator revision" edge case, don't remember we hit it before.)

Summary:
The `FrescoModule` supports providing a custom image pipeline configuration. This module is created by `MainReactPackage` but `MainReactPackage` doesn't expose any way to customize the Fresco configuration. This change adds a parameter to `MainReactPackage`'s constructor so that the `FrescoModule`'s configuration can be customized by the app. A couple of design choices were made in this change:
- `MainReactPackage`'s new constructor parameter is a `MainPackageConfig`. Introducing `MainPackageConfig` enables `MainReactPackage` to nicely support new optional configuration options in the future. Imagine the alternative of each optional configuration being a separate parameter to the `MainReactPackage` constructor.
- `FrescoModule` exposes its default configuration as a builder object through the `getDefaultConfigBuilder` method. This enables app's to start with `FrescoModule`'s default configuration and then modify it.

Fresco should only be initialized once. Re-initializing causes a few problems (https://github.com/facebook/react-native/issues/8677) and we don't need to do it.
If a Fresco configuration needs to change, you can just restart the application or add delegates for parts that can change and manually update them instead.

Summary: This adds a persistent cookie store that shares cookies with WebView.
Add a `ForwardingCookieHandler` to OkHttp that uses the underlying Android webkit `CookieManager`.
Use a `LazyCookieHandler` to defer initialization of `CookieManager` as this will in turn trigger initialization of the Chromium stack in KitKat+ which takes some time. This was we will incur this cost on a background network thread instead of during startup.
Also add a `clearCookies()` method to the network module.
Add a cookies example to the XHR example. This example should also work for iOS (except for the clear cookies part). They are for now just scoped to Android.
