The implementation of `hwb()` color functions added in https://github.com/facebook/react-native/pull/34600 is pretty flawed.
`hwb()` color functions do not allow comma delimited values. So most of the examples in the unit test here will fail to parse on web. Like `hsl()`, these should also allow numeric non-hue components (instead of just %), and angle values for hue (instead of just numbers), and this is also missing support for alpha values, though these are less dangerous compared to allowing and encouraging incorrect delimiters.

These were added for web compat, and the examples fail to parse on web, so I'm opting to just remove this incorrect support before implementing this more correctly in the Fabric CSS parser in next diff. I did not attempt to fix the other issues I discovered with the PR implementation in the last couple diffs, around mixing and matching syntax allowed in legacy/modern, along with allowing inconsistent delimiters.

This PR adds expanded support for CSS Colors, as requested on https://github.com/facebook/react-native/issues/34425. It updates the current regex used to match the functional notation for colors, e.g `rgb()` to accept space as a valid separator between values as specified on [CSS Color Module Level 4](https://www.w3.org/TR/css-color-4/) definition. This also adds support for the `hwb` notation.

While it would be better to be able to do all of the ownership metadata at the Buck macro level, that proved to be more work than expected.
This diff adds the corresponding pfh label to all targets in `xplat/js/react-native-github` that have a Supermodule label. Once the migration is complete the Supermodules labels will be able to be removed.

Summary:
Changes `react-native/normalize-color` to be useable from Node.js by making the following changes:
1. Rename `base.js` to `index.js` so importing is more convenient.
2. Move Flow definitions into a seprate library definition flow so `index.js` can be consumed directly.
I also made a few improvements to the actual implementation:
1. Avoid allocating `matchers` for non-strings.
2. Avoid allocating an object of all the color keywords. This will reduce memory usage (in exchange for slightly larger compiled bytecode).

The main goal of introducing deduplication script was to optimize the dependencies footprint while developing and speed up the initial installation process. Running `yarn-deduplicate` also increase the security in some way, because it enforces usage only of the latest version of the package.
