In our build logic we're mixing `plugins{}` and `buildscript{}`
which have unpredictable side-effect on the build classpath.
I'm moving over everything to use `plugins{}`. This is possible now
that we don't use build from source for New Architecture anymore.

This diff is a preparatory work for publishing artifacts on Maven Central.
What it does is:
1. It sets up all the 3 modules (react-native, hermes-engine, external-artifacts) for publishg
2. Adds coordinates to publish on the Snapshot repository
3. Adds support for appendign -SNAPSHOT version if invoked with `-PisNightly=true`
4. Configures GPG signing of artifacts.
I haven't touched the CircleCI and JS code yet. I'll do it in another diff.

Summary:
While working on https://github.com/facebook/react-native/pull/34513 I noticed that on main branch the versioning is not really consistent everywhere. So this PR is an attempt at realigning so that on the main branch, RN is 1000.0.0 everywhere - in a way, it's cleaning up the room for the monorepo work to go flawlessly).
It's just a pass of `node scripts/set-rn-version.js --to-version 1000.0.0`.
There's the small chance that some versions where kept to 0.0.0 on purpose (build tools are weird), so we might just have to close this off. No big deal :)

Basically, the react android conflicts with the kotlin version that's defined in the top level build.gradle. To resolve it, the approach was to get the `kotlinVersion` defined in top level build.gradle and use it. If it's not defined, we use the default(1.6.10 as of now).
The reason behind not using the DSL is that it doesn't allow us to use the variables due to it's constrained syntax.

So the idea was to use the build script to resolve the kotlin plugin and it works 👍 .

Summary:
This cleans up a bit our dependency list inside `ReactAndroid`. I've re-sorted the lists, and exported everything I could in the `gradle.properties`.
I wish we could move to the Gradle Version Catalog for Android, but that's not possible at the moment (it will make impossible for users to build from source).

This appears to only be happening on devices running Android 10 and 11. This happens because there is concurrency issue in Conscrypt where two threads race to close an SSLEngine-based SSLSocket and access to the underlying BIO is unsynchronized.
**The OkHttp team already released a fix for this issue on version 4.9.1** this PR aims to update our OkHttp package to version 4.9.1.
