- Bump utopia-php/migration to add-policies-migration dev branch
- MigrationReport rule for TYPE_POLICIES
- E2E: testAppwriteMigrationPolicies covers int (passwordHistory),
  bool (sessionAlert), and bundled MembershipPrivacy (userEmail) so all
  three field shapes are exercised end-to-end
