loks0n b95f4ea96b Update utopia-php/system to 0.10.1 with typed getEnv() return ...

Remove ?? fallback workarounds on Queue constructor calls now that
getEnv() with a non-null default correctly returns string.
Regenerate phpstan baseline to reflect improved typing.
